Health and Travel Alert:  U.S. Embassy Abidjan, Cote d’Ivoire

Location:  Cote d’Ivoire

Event:  As of July 22, 2020, the Ivoirian Ministry of Health confirmed a total of 14,733 COVID-19 cases in the country, including 93 deaths and 8,995 recoveries, leaving 5,645 active cases. The closure of Cote d’Ivoire’s land and maritime borders, the State of Emergency, and the closure of bars, clubs, and other entertainment venues in Abidjan, remain in place through July 30, 2020.

While there are currently no testing requirements enforced by the U.S. government for individuals traveling to the United States, airlines servicing Cote d’Ivoire may require proof of negative COVID-19 test results on certain transit routes. Check regularly with your transportation provider to stay informed of the latest requirements. All travelers departing from, arriving in, and transiting through Côte d’Ivoire are required to fill in an Air Travel Declaration Form (Déclaration de Déplacement par Voie Aérienne – DDVA) which should be completed online at: https://deplacement-aerien.gouv.ci/#/. Regulations and international travel permissions continue to change with minimal notice and travelers should continue to weigh the risks of disruptions in their travel plans against these considerations.

The Presidential Proclamation restricting Travel/Transit in the Schengen Zone is still in place, suspending the travel of foreign nationals who plan to transit a Schengen Zone country on their way to the United States. U.S. citizens, lawful permanent residents, and certain immediate family members of U.S. citizens are not affected by this Proclamation and can travel through a Schengen country to the United States, subject to the rules of the transit country, with an onward ticket that arrives in the U.S. at one of the 15 designated airports approved by the Department of Homeland Security (DHS). Visa holders should review the proclamation for full details on exceptions to determine if they may be permitted to transit.

If you are planning to visit or travel through France, check the website of the U.S. Embassy in France as well as the French Ministry of Foreign Affairs for information on restrictions, foreign quarantine policies, and urgent health information provided by relevant authorities.  These rules are subject to change and you should regularly check with the French authorities on their transit regulations before planning travel.

U.S. Embassy Abidjan Consular Operations:  Routine consular services remain suspended, including routine passport renewals and Consular Reports of Birth Abroad (CRBA). Both routine non-immigrant and immigrant visa services also remain suspended. If you are a U.S. citizen requiring assistance, including requesting an emergency passport, please contact us by e-mail at ABJAmCit@state.gov. Emergency passports may be issued for individuals who have urgent travel or other compelling needs to replace their expired identification documents. Travelers will generally be asked to provide a flight reservation before an appointment for an emergency passport is granted. French and Belgian authorities will not accept U.S. emergency passports for entry into their countries, but will accept them for connections to onward flights to the United States.
